Information provided on the online borrower registration form will be held for four months before begining deleted.

A permanent library card will be given after showing valid photo ID and proof of residency.

Policy on District Resident Eligibility

Any California resident may register for a library card at the Library. The card allows borrowing of the library's materials as well as access to online resources through the Library District's website at https://bld.lib.ca.us 

To obtain a library card, patrons must present any of the following to verify California resident status: 

  • A valid California Driver's license, California Dept. of Motor Vehicles Identification Card, or current California Automobile listing a legal California address.
  •  Any combination of valid photo ID and proof of residency, including utility bills.

Policy on Non-Resident Eligibility

Any resident outside of the State of California but staying temporarily in the local area may purchase a "non-resident" library card for a non-refundable fee of $25.00. The "non-resident" card will be valid for one (1) year from the date of purchase and may be renewed by paying an additional "non-resident" fee as long as the card holder remains in good standing with the Library District. 

Policy on Library Cards

To obtain a library card, individuals must provide the following information:

  • Name
  • Current Mailing Address
  • Phone Number

If mailing address is a P.O. Box, a street address must also be provided. Additional contact information including an email address, may be provided as well.

In the case of a minor (under the age of 18) applying for a library card, a parent or legal guardian must first obtain a library card. The adult will take fully responsibility for all materials borrowed on the minor(s) account.

Minor age 5 and up are able to obtain a Library Card through the parent(s) or legal guardian. The minor must be present to sign up for the library card. If the parent(s) or legal guardian has a Library Card, it must not be in Collections status.

The first library card is free. Lost or stolen cards are $1.00 to replace. Please report lost or stolen cards immediately.

Library cards will be valid for five (5) years from the date of issue. The card may be renewed at five (5) year intervals, provided the card holder maintains California residency.
